The Demise of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are conducted: optimistic declarations are delivered from various governments. Significant resources is expended on managing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from across the border, a capacity enabled by current data. From observation points, defense planes that had been dispatched to engage hostile guided weapons flew past – advanced fighter aircraft supplied to Ukraine by NATO members.

Moments later, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by Western nations. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly gives way to resigned acknowledgment: possibly the incoming missile won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.

Continuous Dangers

Not long after, a heavy machine gun fired at a drone in the vicinity, part of a mobile-fire group – probably imported technology. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its target.

Periodically, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and utility failures in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on external assistance – a need that regional partners are evidently unprepared to substitute in the near term.

Failed Diplomacy

The detailed framework from Washington sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new approach from US leadership adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This trend will, undoubtedly, endure.

Tactical Assessments

It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the whole story. Washington functions according to a premise understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is unrealistic to compel Moscow to surrender the areas that it already controls in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, American administration does little to discourage Russia, through words or deeds, from assuming that the situation will not change more in its benefit in the coming year.

Divergent Views

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but avoiding a total frontline collapse until conditions improve in its benefit.

Current Realities

Objectively, there are no real preconditions for a armistice. Now, individual motivations are coming into play: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not move to homefront challenges. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are driving the talks.

Assessment and Future

It took a just a single week to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.

While new proposals based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
